Rassilon has been such an important figure in Doctor Who that many of the objects that he created or caused to be created are used as plot points.This repition in Classic Who has lead to many a joke about the ___ of Rassilon.

So in Classic and in New Who we have the bogey man of Rasilon. When introduced in The Five Doctors he is in a monumental tomb. As we get closer to him the second Doctor explains that the official history is that he was a wise and good ruler however, there are other accounts which paint Rassilon as an ambitious and cruel dictator. When we get to his grave, it is shown that he is alive and immortal. He even grants this immortality to others making them into stone.
This reward for winning the Game of Rasilon is a honey trap to capture Time Lords who are a danger to the greater society. However, it implies that he is saving them up for the day when Gallifrey will need these kinds of Time Lords. Which we see Rasilon again President of the Time Lords in New Who.
He always plays the long game. He also likes to have his tech. While the Doctor is sort of a MacGyver cobbling things together to save the day. Rasilon is more of a Super Genius with the best lab. In Classic Who there is so much he invents, that is called the blank of Rasilon it became a catch phrase.
What I really like though about him is that just as doctor Who is a champion of Earth; Rasilon is that champion of Gallifrey. Only he is way past playing by anyone’s rules.
